RECOMMENDATION: Start with enrollment-only stations (no on-site printers). Central printing at 1–2 locations keeps quality consistent and cost down. Only add on-site printers if card delivery logistics become a bottleneck after Month 1. Budget for 10 enrollment stations without printers: $4,100–$8,650 total. THROUGHPUT: One station can enroll 10–20 people per day (15–25 minutes per enrollment including photo, fingerprint, and data entry). Two stations at Site 0 can process the initial 25 youth in 1–2 days.
03  Enrollment SOP (Standard Operating Procedure)
10 Steps · 15–25 min per enrollee
BEFORE YOU BEGIN EACH DAY: (1) Power on all equipment and verify camera, fingerprint scanner, and software are working. (2) Confirm database connectivity or offline mode is active. (3) Check that consent forms are stocked (minimum 30 per day). (4) Verify photo backdrop is clean and properly positioned.
  1. Youth Arrives at Franchise Enrollment Station
    Greet by name if known. Confirm they are on the enrollment roster for today. If walk-in, add to roster and assign queue number. Estimated wait time communicated. Hand them a consent form to read while waiting.

  2. Verify Identity
    Option A (preferred): Present existing CIN (Carte d'Identification Nationale) or other government-issued ID. Operator records CIN number in system. Visually confirms photo match.
    Option B (community witness): If no CIN available, two community witnesses must be present. Each witness must: (a) hold a valid CIN themselves, (b) state under oath they have known the enrollee for at least 1 year, (c) sign the witness attestation section of the consent form. Operator records both witness names and CIN numbers.
    DO NOT PROCEED if neither Option A nor Option B can be satisfied. Reschedule with instructions to bring documents or witnesses.

  3. Capture Photo
    Position enrollee on stool or standing mark, 3 feet from camera. White/light background behind them.
    Photo requirements:
    • Front-facing, eyes open, neutral expression
    • No headwear (religious exceptions permitted with face fully visible)
    • No glasses (unless medically required, then no glare)
    • Face fills 70–80% of frame height
    • Even lighting, no harsh shadows
    • Minimum resolution: 600x800 pixels
    Take 2–3 photos. Select best. Show enrollee for approval. Retake if quality check fails (software will flag issues).

  4. Capture Fingerprints
    Both index fingers (left and right). Process:
    • Clean scanner surface with alcohol wipe between enrollees
    • Have enrollee wash/wipe hands if dirty or wet
    • Place right index finger flat on scanner. Hold steady for 3 seconds. Software confirms capture quality (NFIQ score >= 3).
    • Repeat with left index finger.
    • If quality check fails: clean finger, reposition, retry up to 3 times.
    • If BOTH fingers fail after 3 attempts each: capture right middle finger as fallback. Document exception.
    NEVER force a poor-quality capture through. Bad biometrics = card that cannot be verified = useless.

  6. Review Data with Enrollee
    Read back ALL fields aloud to the enrollee in Kreyol. Show them their photo on screen. Confirm spelling of name (letter by letter if needed). Confirm date of birth, address, phone number. Enrollee verbally confirms "Wi, kore" (Yes, correct) or corrects any errors. Operator makes corrections before proceeding.
    DO NOT SKIP THIS STEP. A misspelled name means a card that does not match other ID documents.

  7. Consent Form Signature
    Enrollee signs (or thumbprints if illiterate) the consent form. The consent form covers:
    • Data privacy: What data is collected, how it is stored, who can access it
    • Card terms: Card is cooperative property, must be returned if membership ends
    • Wallet terms: Transaction fees, liability limits, dispute process
    • Biometric consent: Explicit consent for fingerprint capture and storage
    Consent form is bilingual: Kreyol (primary) + French (secondary). Available in both languages at every station.
    Operator signs as witness. If enrollee is under 18, parent/guardian must co-sign.

  8. Data Upload / Offline Storage
    If internet available: Enrollment record (photo, fingerprint hashes, personal data) encrypted with AES-256 and uploaded to central SAKALA enrollment database via TLS 1.3. Operator sees green confirmation checkmark.
    If offline: Record encrypted and stored locally on device. Operator sees orange "queued for sync" indicator. At end of day (or when connectivity restored), connect to internet and sync. Software will automatically upload all queued records. Verify all records synced (counter shows 0 pending).
    NEVER leave unsynced records for more than 24 hours. If connectivity is consistently unavailable, physically transport device to a location with internet and sync there.

  9. Card Production
    Central printing (default): Once enrollment data reaches central database, it enters the print queue. Print facility (Site 0 or partner facility) produces card within 48–72 hours. Card personalized with laser engraving (name, photo, card number). NFC chip programmed with payment applet, biometric template, wallet address, and membership data. Card placed in sealed envelope labeled with enrollee name and franchise site.
    On-site printing (if printer available): Card produced immediately after enrollment. Enrollee can receive card same day. Quality check by operator before handoff.

  10. Card Delivery and Wallet Activation
    Central printing path: Cards batched by franchise site and couriered to each site within 5 business days of enrollment. Youth notified via SMS when card is ready for pickup. Youth comes to franchise site, presents themselves, and receives card. Proceed to Section 5: Wallet Activation.
    On-site printing path: Card handed to youth immediately after production and quality check. Wallet activation happens on the spot. Youth leaves with fully functional card.

ENROLLMENT RECEIPT: Every enrollee receives a receipt (printed or SMS) containing: (1) their enrollment reference number, (2) expected card delivery date, (3) franchise site for pickup, (4) SAKALA support phone number. This receipt is their proof of enrollment until the card arrives.

Common Problems and Solutions

Enrollee has no ID and cannot find 2 witnessesReschedule. Give enrollee a "witness request" card explaining what witnesses need to bring. Franchise site leader can help identify witnesses.
Fingerprint scanner not reading (dry/damaged fingers)Apply light moisture to fingertip (breathe on finger or use damp cloth). If callused/scarred: try different finger (middle, then ring). Document exception.
Photo quality keeps failingCheck lighting (move to window, add LED panel). Check backdrop (wrinkles cause shadows). Clean camera lens. If outdoor: wait for cloud cover or move to shade.
Software crashes mid-enrollmentRestart software. If data was saved (check auto-save), resume from last saved point. If data lost, re-enroll from Step 3 (photo already captured can be reused from camera roll).
Power outageSwitch to UPS/power bank. You have 2–4 hours of battery. If extended outage: complete current enrollee, pause enrollment, secure equipment.
Enrollee is under 18 and parent is not presentComplete enrollment BUT hold the consent form. Enrollee takes a copy home for parent signature. Card not produced until signed consent form returned.
04  Data Security Protocol

CARDINAL RULE: Raw fingerprint images NEVER leave the enrollment device. Only encrypted hashes are transmitted and stored. If anyone asks you to export, email, or copy fingerprint images... the answer is NO. No exceptions. No "just this once." NO.

  1. Youth Receives Physical Card at Franchise Site
    Card is in sealed envelope with enrollee's name. Operator verifies identity (visual match to photo on card). Enrollee signs card receipt log. Operator removes card from envelope and hands to enrollee. Enrollee inspects card: name correct? Photo looks right? Any visible damage?
    If any issue: Do not activate. Document the problem. Issue a replacement request.
  2. Download Wallet App or Dial USSD Code
    Smartphone users: Download "SAKALA Wallet" app from Google Play Store (Android) or App Store (iOS). If JAM-DEX integration is live, the BOJ's official JAM-DEX wallet app works too. App size: under 20MB. Works on Android 8+ and iOS 14+.
    Feature phone users (no smartphone): Dial USSD code *555# (or carrier-specific code TBD). USSD menu walks through activation in Kreyol. No internet required... works on any phone with cellular service.
    No phone at all: Activation can be completed at the enrollment station by the operator on the enrollee's behalf. Enrollee will receive SMS notifications on any phone number provided (can be a family member's phone).
  3. Link Card to Wallet
    Open app (or USSD menu). Select "Activate New Card." Enter:
    • Card number: 16-digit number on front of card
    • Date of birth: DD/MM/YYYY (must match enrollment record)
    System verifies the card number exists and DOB matches. If match: proceed. If no match: retry (check for typos). After 3 failed attempts, card is locked for 1 hour (anti-fraud measure).
  4. Set 4-Digit PIN
    Enrollee chooses a 4-digit PIN. This PIN is used for:
    • Card transactions (chip-and-PIN payments)
    • Wallet app login
    • Cash-out at MonCash agents
    PIN rules: Cannot be 0000, 1111, 1234, or enrollee's birth year. System rejects these automatically.
    Operator guidance: Tell the enrollee to choose a number they will remember but that others cannot guess. NEVER look at or ask for their PIN. If they forget it, there is a reset process (Section 7, troubleshooting).
  5. Wallet Activated — Ready to Use
    Wallet is now active. Enrollee can:

  6. Test Payment: 100 HTG from SAKALA Trust
    Immediately after activation, the SAKALA trust sends a test payment of 100 HTG to the enrollee's wallet. This serves three purposes:
    • Verification: Confirms the wallet is working end-to-end
    • Training: Enrollee sees their first notification, checks their balance, learns the interface
    • Welcome: A small but real gesture that the card has tangible value from minute one
    Operator confirms with enrollee: "Check your balance. Do you see 100 HTG?" If yes: activation complete. If no: troubleshoot (check phone number, check app version, check network connectivity). Escalate to Tech Lead if unresolved in 10 minutes.

Wallet Activation Troubleshooting

Card number not recognizedCheck for typos (especially 0 vs O, 1 vs l). Try re-entering. If still fails: card may not be in system yet (central printing delay). Wait 24 hours and retry.
DOB mismatchEnrollee may have given a different DOB at enrollment. Check enrollment receipt. If enrollment DOB is wrong: submit correction request to Data Admin. Do not proceed with wrong DOB.
Card locked after 3 failed attemptsWait 1 hour. If enrollee cannot remember details, bring to enrollment station for identity re-verification and manual unlock.
Test payment not receivedCheck: (1) Is wallet truly activated? (2) Is phone number correct in system? (3) Is there network connectivity? Manual re-send from trust dashboard. If still fails: escalate to Tech Lead.
Enrollee forgot PIN immediatelyPIN reset: enrollee goes to enrollment station, verifies identity (fingerprint on scanner or visual match), operator initiates PIN reset in system, enrollee sets new PIN.
App won't install (phone too old)Switch to USSD activation. All wallet functions available via USSD codes. No app needed.

Step-by-Step Payroll Process

3 Verify Funds Available Finance Lead Dashboard shows: Total payroll amount (HTG), equivalent USDC, current trust balance (USDC), remaining balance after payroll. DO NOT PROCEED if remaining balance would fall below 10% reserve.
4 Approve and Execute Admin (Wesley) Two-signature approval: Finance Lead initiates, Admin (Wesley) approves. Once approved, system executes bulk payment. USDC converts to HTG at market rate at time of execution. All 25 (or more) wallets credited simultaneously.
5 Notifications Sent Automatic Each youth receives SMS: "SAKALA: Ou resevwa [amount] HTG nan kont ou. Balans: [balance] HTG. Ref: [ref#]." App users also get push notification.
6 Reconciliation Finance Lead Within 24 hours of payroll: verify all payments landed (dashboard shows green checkmarks). If any payment failed (red X): investigate. Common cause: wallet not activated, wallet frozen. Re-send individual payment after resolution.

Week 1: SETUP Days 1–7 · Equipment, Training, First Enrollments
Day 1Mon
Receive and Test Enrollment Stations
Unbox all equipment (2 stations minimum). Inventory check: laptop, camera, fingerprint scanner, UPS, hotspot, backdrop, cables, case. Power on each device. Install enrollment software. Connect fingerprint scanner (driver install if needed). Test camera capture. Test fingerprint capture. Connect to internet and verify server sync. Document any DOA (dead-on-arrival) equipment and order replacements immediately.
End-of-day deliverable: 2 fully functional enrollment stations, software installed, tested, ready.

Train 4 Enrollment Staff
Full training day: Modules 1–5 from Section 8. 2 staff assigned per station. Morning: classroom (Modules 1–3, 6 hours with breaks). Afternoon: hands-on practice (Modules 4–5, 2 hours). Each trainee enrolls 3 practice subjects (enroll each other + 1 volunteer). Supervisor grades quality of photo, fingerprint, and data entry. Retrain anyone who does not pass quality check.
End-of-day deliverable: 4 certified enrollment operators.

Set Up 2 Pilot Stations at Cite Soleil HQ (Site 0)
Transport equipment to Site 0. Set up stations per layout diagram (Section 2). Test power (solar panel if outdoor, generator backup). Test internet (hotspot, verify signal strength). Set up photo backdrop. Arrange waiting area (chairs, consent forms). Print 50 consent forms (Kreyol + French). Brief Site 0 franchise leader on enrollment schedule for Days 4–5. First live enrollments. Go slow. Quality over speed. Supervisor present at both stations for the entire day. Target: 6–7 enrollments per station. After each enrollment: review data quality (photo sharpness, fingerprint NFIQ score, data completeness). Log every issue encountered (this is your bug list for the process). End of day: sync all records to central database. Verify all 12–13 records appear in dashboard.
End-of-day deliverable: 12–13 youth enrolled. Issue log started.

Enroll Remaining 12–13 Youth (Batch 2 of 2)
Complete enrollment for all 25 Site 0 youth. Apply lessons from Day 4 (check issue log, brief operators on fixes). If any Day 4 enrollments had quality issues, re-capture those specific items (re-photo, re-fingerprint). End of day: all 25 records in central database. Run data quality report: any missing fields? Any low-quality biometrics? Fix before submitting to print queue.
End-of-day deliverable: 25 youth enrolled. All data quality checks passed.

First Card Batch Sent to Production
Submit all 25 enrollment records to card production queue. If central printing: transmit encrypted data to print partner. Confirm receipt and estimated delivery date (target: 48–72 hours). If on-site printing: begin printing (approx 5–8 minutes per card). Quality check each printed card: photo visible, name correct, chip responsive (tap test), magnetic stripe encoded.

CARD DISTRIBUTION CEREMONY at Site 0
This is a milestone moment. Make it feel like one. Set up distribution table. Each youth comes forward, receives card from franchise leader (not just tossed across a table). Photo opportunity. After receiving card: youth sits with activation guide (operator or trained volunteer) and walks through wallet activation (Section 5, Steps 2–5). Every youth leaves with: (a) physical card in hand, (b) wallet app installed or USSD activated, (c) PIN set, (d) understanding of how to check balance and make payments.
Budget 20–30 minutes per youth (activation takes longer than enrollment because it involves their phone).
End-of-day deliverable: 25 cards distributed. 25 wallets activated. Photos of ceremony.
Day 10Wed
TEST PAYROLL: Send 100 HTG to All 25 Wallets
Finance Lead uploads test payroll CSV (25 rows, 100 HTG each, pay_type: TEST). Admin approves. Bulk payment executes. Monitor dashboard: all 25 payments should clear within minutes. Contact 5 youth directly: "Check your wallet. Do you see 100 HTG?" If all 25 payments land: the system works end-to-end. Celebrate internally. If any fail: troubleshoot immediately (see Section 5 troubleshooting).

Day 11Thu
First Real Transactions
Youth uses card for actual purchase at franchise market stand or cash-out at MonCash agent. Operator accompanies first 3–5 youth through their first transaction (coaching, not doing it for them). Document: transaction type, success/failure, time to complete, any confusion. If franchise merchant POS terminal not ready: focus on MonCash cash-out as first transaction type. The goal is that every youth has made at least one real transaction by end of day.
End-of-day deliverable: First real transactions completed. Transaction log started.

Deploy Station to 2nd Franchise Site
Transport 1 enrollment station to Site 1. Set up per station layout. Test equipment and connectivity. Brief Site 1 franchise leader. Notify Site 1 youth: enrollment begins tomorrow or Monday. Continue supporting Site 0 youth with any card/wallet questions (keep 1 station at Site 0 as help desk).
End-of-day deliverable: Station 3 operational at Site 1. Site 0 support active.

Site 1 Card Distribution + Continue Enrollment
Cards from Site 1 batch arrive (or are printed). Distribute and activate at Site 1 (same process as Day 9, but faster now). Continue enrollment at Sites 2–3. Deploy a 5th station to Site 4 if equipment available.

Day 18Thu
FIRST FULL PAYROLL CYCLE
All enrolled and activated youth receive their first stipend via card. Finance Lead uploads full payroll CSV (all activated wallets). Admin approves. Bulk payment executes. This is the real deal... not 100 HTG test money, but actual stipend. Monitor: all payments land, all notifications sent, no errors. Follow up with 10 youth across multiple sites: "Did you receive your payment?"

Troubleshooting Day
Dedicated to fixing accumulated issues: failed activations (walk youth through again), lost PINs (identity verification + reset), connectivity problems (test alternate hotspot locations, consider signal booster), card defects (submit reprints), data corrections (misspelled names, wrong DOB). Operator at each active site available for walk-in support. Tech Lead on call.

08  Training Curriculum for Enrollment Staff
5 Modules · 8 Hours Total · Assessment
TRAINING SCHEDULE: All 5 modules delivered in 1 day (Day 2 of operations). Modules 1–3 in the morning (classroom + demo). Modules 4–5 in the afternoon (hands-on). Assessment at end of day. Nobody deploys to a live enrollment station without passing assessment.

Module 1 — Card System Overview: What It Is, Why It Matters, Who It Serves 2 Hours

  • Explain what the SAKALA ID + Payment Card is and how it differs from a regular bank card
  • Articulate why cooperative identity matters (financial inclusion, dignity, ownership)
  • Name the 3 systems that interact: SAKALA (membership), NIRA (identity), BOJ (payments)

Content

  • What is this card? It is both an identity document AND a payment card. One card, two functions. Like a national ID that can also buy groceries.
  • Why does it matter? Many youth have no formal ID. No ID means: no bank account, no formal employment, no vote, no proof of who you are. This card gives them a verified identity AND a wallet to receive money digitally.
  • Who is it for? First: SAKALA cooperative youth members (25 at Site 0, then expanding). Then: their families. Then: community members at franchise sites.
  • How does it work? [Simplified diagram]: Youth enrolls (photo + fingerprint + data) → Card produced → Card delivered → Wallet activated → Youth receives payroll and makes payments.
  • Your role: You are the front door. Every card starts with you enrolling someone correctly. Bad enrollment = bad card = broken trust. Good enrollment = good card = a youth who just got access to the financial system for the first time.

Activity (30 min)

Each trainee answers: "If your cousin asked you what your new job is, how would you explain it in 30 seconds?" Practice out loud. Group gives feedback. Repeat until everyone can explain it clearly.

Module 2 — Equipment Operation: Camera, Scanner, Software, Troubleshooting 2 Hours

    • Rushing through identity verification (this is the legal foundation... do it properly)
    • Accepting a marginal photo ("good enough" is not good enough... this photo will be on their card for 10 years)
    • Not reading back all fields to enrollee (they catch errors you don't)

Activity (45 min)

Pair up. Each trainee enrolls their partner, then switches. Trainer observes and scores: identity check (pass/fail), photo quality (1–5), fingerprint quality (NFIQ score), data completeness (all required fields), consent process (explanation + signature), total time. Debrief: each pair shares what went well and what was hard. Group discusses.

Module 4 — Data Security: What to Protect, What NOT to Do 1 Hour

  • What is sensitive? Fingerprints, photos, names + DOB + address (together), card numbers. Think of it this way: if someone stole this data, could they pretend to be the enrollee? If yes, it is sensitive.
  • The 5 NEVERS:
    1. NEVER copy enrollee data to a USB drive, personal phone, or email
    2. NEVER let anyone photograph the enrollment screen (especially during fingerprint capture)
    3. NEVER share your login credentials with anyone (not even another operator)
    4. NEVER leave the enrollment laptop unlocked and unattended
    5. NEVER discuss one enrollee's data with another enrollee (or anyone not on the team)
  • Consent form practice: Trainer reads through the consent form in Kreyol. Then each trainee practices explaining it to a "simulated enrollee" (another trainee who asks questions like "Who sees my fingerprints?" and "What if I want to delete my data?").

Activity (20 min)

Scenario quiz. Trainer presents 5 situations. Trainee says whether it is OK or NOT OK, and why:
(1) "A youth's mother calls and asks for her son's enrollment data." [NOT OK... verify identity in person first]
(2) "The franchise leader asks to see the enrollment database." [NOT OK... they only get name + membership status]
(3) "Your phone battery is dead so you take a photo with a coworker's phone." [NOT OK... only the enrollment camera, never personal devices]
(4) "A youth wants to see what data you have about them." [OK... it's their right, show them on screen]
(5) "A police officer asks for an enrollee's fingerprint." [NOT OK without a court order... escalate to Admin immediately]

Module 5 — Wallet Activation: Guiding Youth Through Setup 1 Hour

  • Activation walkthrough: Trainer demonstrates full activation on a test card with a test phone. Narrates each step. Points out where youth commonly get confused (entering card number correctly, choosing a PIN they will remember, understanding what the test payment means).
  • Smartphone path vs USSD path: Demonstrate both. Operators must be comfortable with BOTH because you do not know which phone type the youth will have.
  • Feature explanation script (Kreyol):
    • "Kat sa a se kle ou... li ouvri pou ou yon kont ki pou ou." (This card is your key... it opens an account that belongs to you.)
    • "Chak mwa, lajan w ap rive direkteman nan kont ou." (Every month, your money will arrive directly in your account.)
    • "Ou ka achte, voye lajan bay fanmi ou, oswa kenbe li." (You can buy things, send money to your family, or save it.)
  • Common problems: Card number typo (most common), phone too old for app (switch to USSD), no phone at all (operator assists at station), forgot PIN immediately (reset process).

Activity (20 min)

Each trainee activates a test wallet on their own phone (app or USSD). Then: each trainee guides another trainee through activation as if that trainee were a youth who has never used a smartphone. Trainer observes: patience, clarity of instructions, ability to troubleshoot. Trainee must complete 3 activations to pass.
