1. Executive Summary
This report cross-references the intelligence packages provided by Alice Bouladon (March 1–6, 2026) against the ICIJ Offshore Leaks database (626 MB, 494K entities, 929K officers, 3.5M relationships) and the OFAC Specially Designated Nationals list (5.4 MB, ~12K entries).
The automated entity resolution produced 13 positive actor identifications across Panama Papers, Paradise Papers, Pandora Papers, Bahamas Leaks, and the original Offshore Leaks. Twenty-four actors returned negative results. The findings transform several of Alice's intelligence threads from reported allegations into independently verifiable public-record data.
1. EdR intermediated 253+ shell entities across four ICIJ leaks. This is not a bank that occasionally facilitated offshore structures. This is industrial-scale shell production, with the Bahamas subsidiary alone intermediating 147 entities.
2. CEO Marc Ambroisien had his own personal bearer-share shell (Luciole Strategies, Seychelles) intermediated by his own bank — the identical pattern used for the Hansen Invest vehicles in the Bogdanchikov fraud.
3. One Panamanian law firm (Alcogal) connects seven actors across three continents: Haiti's BAM BAM oligarchs, sanctioned Russian oligarchs (Rotenberg), and both EdR Luxembourg fraud victim families (Bogdanchikov and Kaplun).

3. Finding 1: EdR as Industrial-Scale Shell Intermediary
Edmond de Rothschild banking entities appear as registered intermediaries for 253+ offshore shell entities across four separate ICIJ leaks. Combined with Rothschild Trust entities (425+ more), the total Rothschild offshore infrastructure facilitated approximately 678 shell entities in ICIJ data alone.

4. Finding 2: Marc Ambroisien — Personal Offshore Entities
The CEO of EdR Luxembourg (2012–2015), charged January 2022 and banned for 10 years by CSSF, maintained three personal offshore entities — one of which was intermediated by his own bank with bearer shares, the identical opacity pattern used for the Bogdanchikov fraud vehicles.

5. Finding 3: The Hansen Invest / Fortinvest Pipeline
Alice's Bogdanchikov research identified the offshore shell structure used to hide the beneficial ownership of funds: Fortinvest owned by Hansen Invest Limited, a "Panamanian shareholder" technique designed to present a shareholder "without having to disclose the beneficial owner."

What this proves: EdR (BPERE) was not merely negligent in supervising Thewes. The bank was the registered intermediary for the very shell entities used to execute the fraud. The bearer shares ensured no beneficial owner was recorded. And Mossack Fonseca's Geneva office — not Panama headquarters — was the intermediary for Fortinvest, placing the operational center of the shell infrastructure in Switzerland, not Central America.
6. Finding 4: The Alcogal Convergence
Alemán, Cordero, Galindo & Lee (Alcogal), a Panamanian law firm, appears as the common offshore service provider for all of the following actors. This was discovered through independent ICIJ searches, not through Alice's reporting.

The Alcogal convergence could reflect any of the following (non-exclusive):
- Market dominance: Alcogal is simply the go-to offshore provider for Russian/CIS HNW clients and Caribbean elites.
- Referral pipeline: EdR was referring clients to Alcogal as part of its service offering (if provable, this implicates the bank in the offshore structuring).
- Common intermediary network: The same professional services ecosystem that services extraction in Haiti also services post-Soviet oligarch wealth.
Note for Alice: Does Alcogal have a Geneva or Luxembourg office? If EdR was the referral source for Alcogal relationships, that would transform this from circumstantial convergence to institutional complicity.
7. Finding 5: Élie de Rothschild — 18 Cook Islands Trusts
Baron Élie Robert de Rothschild (1917–2007), the man who introduced Les Wexner to Jeffrey Epstein (confirmed in Wexner's February 18, 2026 deposition), maintained 18 Cook Islands trusts in the Offshore Leaks dataset. The Cook Islands is the world's premier asset-protection jurisdiction: it does not recognize foreign judgments and has a 1-year fraudulent transfer statute of limitations.

Key implication: Carlo Thewes managed Rotenberg accounts at EdR Luxembourg from 1999 to 2016. The Rotenbergs were sanctioned in 2014 (UKRAINE-EO13661). This means Thewes was managing sanctioned client accounts for at least two years (2014–2016) at EdR Luxembourg. Whether EdR exited these relationships in compliance with sanctions obligations is an open question.
March 6 update: Alice's Luxembourg journalist source confirms Thewes was not a CSSF-approved director (directeur agréé), which means no formal regulatory ban was possible. However, he is described as “grillé sur place” (burned in Luxembourg). His current whereabouts are unknown to the journalist. This distinction matters: if Thewes was not a regulated officer, then CEO Ambroisien bore sole supervisory responsibility for Thewes's client activities, including the Rotenberg accounts.

A. Pattern of Practice (Not Isolated Incidents)
EdR's role as intermediary for bearer-share shells in the Bogdanchikov fraud, combined with the CEO's own use of the same structures, combined with the 1MDB conviction, establishes a pattern of institutional conduct. Any future litigation can argue systemic culture rather than rogue employees. The three scandals used the same institutional infrastructure.
B. Sanctions Compliance Question
Thewes managed Rotenberg accounts from 1999 to 2016. The Rotenbergs were sanctioned in March 2014 (EO 13661). This raises the question: did EdR Luxembourg properly exit or freeze Rotenberg-related accounts after March 2014? If not, this is a separate sanctions violation exposure beyond the 1MDB and Bogdanchikov matters.
C. The Alcogal Referral Question
If EdR was referring clients to Alcogal (provable through client files or correspondence), the bank's role extends beyond intermediating shells at Mossack Fonseca to actively directing clients toward specific offshore service providers. D. Ruemmler's Statement Vulnerability
Her CNN statement (December 2025): "I knew Jeffrey Epstein in a professional capacity... he was a business referral source. I did not represent him and was not compensated by him." The EFTA emails show: spa trips paid by Epstein (EFTA02196386), furniture shipped to Epstein's island (EFTA01732271), and real-time DOJ penalty intelligence shared with Epstein (EFTA02499978). "Not compensated by him" may be technically true (Latham billed EdR, not Epstein) but the relationship was clearly not limited to "business referral."
12.3 March 6, 2026 Update: Alice Bouladon Source Intelligence
Alice's Luxembourg journalist contact confirmed two critical distinctions:
- Thewes was NOT a CSSF-approved director (directeur agréé). Unlike Ambroisien, he held no formally regulated position, which means the CSSF had no authority to ban him or strip his professional reputation. However, the journalist volunteered that his reputation is “grillé sur place” — effectively burned in Luxembourg. She claims not to know his current whereabouts.

Analytical implication: Thewes's informal status is actually worse for EdR than a formal CSSF ban would be. If Thewes was not a regulated director, then Ambroisien (who was) bore sole supervisory responsibility for Thewes's conduct.
